DEPUTY COLLECTOR short list- high court want a clarification

Kochi.Kerala high court today asked a clarification from Kerala PSC over the deputy collector preliminary list.A petition was filed in the court that, in addition to the 1000 persons got more than 62 mark PSC included about 2500 applicants from reservation categary to unify the preliminary list.
Court want the explanation before 14th of this month.earlier PSC has decided to conduct the main exam on 16th of this month.

Bijoy T Nair and other 11 persons they had written the preliminary exam but not included in the short list for final exam were filed the case.Justice C.T.Ravikumar gave order for explanation.

  1. selection should be totally impartial in all its stages. 3500 or even 2500 from actual rank list of the preliminary without any reservation inclusion will defenitely include all reservation catagories also, if any catogary is absent that can be filled by NCA notified selection procedure. So there is no need of including 2500 reservation catogaries in the preliminary filtration test itself.

  3. probles is not only this PSC actullay made the short list from using Four wrong answer key .one from GS and three from english.PSC turned down all the requests.So that means the so called merit students are not actually meritorious they made in to the lsit with luck for 4 marks

  5. What is the need of 2500 candidates from reservation category while 1000 in main who got marks above 62.When you check the marks randomly it is heartbreaking that so many candidates got 45-55 included in the list.nobody understands why

  6. i think bijoy challenged only the irrationale prepration of the short list by selecting only 1000 from Gen merit and 2500 from reservation catrgory.I persume he didnt challenged the short list made with four flase answer keys given in the Final answer key in the High court

  7. deputy collector post is supposed to be the highest post notified by kpsc, hence selection process should be impartial in all its stages. preliminary which is only a filtration test and hence putting reservation in it cnnot be acceped and it is totally against the rule.merit only should be the criteria in preliminary exam.psc has deleted 4 questions and put doubtfull answer for about 3 questions that also has to be checked. i may request to the honarable high court to do the needfull to make the selection an impartial one by its verdict.

  8. exclusion of qstns affects all the people equllay.But the giving marks to false questions is much more serious affects badly to the students coming in General merit .they dont have any reservation also and their valuable marks were also denied

  13. Friends , it is said that psc lowered the cut off marks for reservation category to incude adequate candidated from that category. But, in the case of Physically handicapped persons who have 3 percent reservation in Deputy Collector post, only 10 candidated are included in short list. Out of the total 3500 candidates , 105 candidates could have ph persons. Why Psc is not protecting the interest of all reservation categories?. Since total reservation is 50Percent only, 1500 more merit candidates(total 2500) are to be included in short list. Because, not only reservation but also opportunities must have reasonable. Since the case is in hon high court, Let us all welcome the court verdict.

  17. Where can we find the mention about 2500 reserve category candidates in the prelim list? I couldn't find it from PSC website. Although, newspapers reported that, from where got such an information?
    Any idea about possible release of short list for interview?

  18. WE cannot find the categorized shortlist in the psc website. But if a group of friends can work together, they can collect the mark list of every roll number/candidate in the short list. Those who scored 62 and above are from general category and the rest are reserved category. Try it my dear friend

  37. I think 130 is enough. A good attept is above 180 marks questions. and if one get 60% per question on average, the score could be around 108 plus.

  47. court case was regarding cut off marks , and psc has replied that there is no such cut off strictly and integrated list is a general thing for many exams like bdo sub inspector etc for getting sufficient representation from reservation categories and there is only such a solution at present . not sure but heard as above . psc chairman has said that wide acceptance of integrated list for more exams is under revision now. result soon for deputy collector

  56. we cannot expect a deputy collector exam in near future . there are so many other oppurtunities . even the forthcoming scrtr. asst. exam is now part of the civil service and one can easily place in the ladder to higher post . why only wait for dy collctr exam ? . in the short list for dy cllctr short list people with even 35 marks is included . but that doesnot affect a general candidate normally. for general candidates 62 is a genuine cut off . try to prove yourself. work harder , the winning is yours and always there is aplace vaccant in the top.

  57. The main point here is onlu 1000 candidates above 62 and 2500 candidates who got less than 62..why is this partiality? The genuine selection criteria will be 2500 above a cut off mark from general list and rest from the reserved category..If PSC is a constitutional body then it should do this...I dont know the fate of the legal action by some of our frnds...

  60. the probability of candidates who scored above 62 getting past the main exam is much higher as compared to say one with 40 marks or so. I think PSC might have taken that in to consideration. Hence to avoid no representation from weaker segments, a ratio of 1:2.5 might have been introduced.
    every candidate who scored more than 62 marks has higher chance of clearing mains than 3 candidates coming from the reserved segment.
    If 500 candidates from non reserve group clear Final exam and only 100 from reservation category clears the final exam, PSC's logic would be vindicated.

  61. PSC can not deduce a logic or ratio like that..its a constitutional body and it should abide constitutional rules...How could they guess higher chance for general candidate who scored 62 than a candidate from reserved category..it seems court has to judge some serious concerns

  62. what is being said in the previous comment is absolutely right. if a candidate is worth to clear the deputy exam and become one among th selected few (10 or 20 max.) , then naturally he should get atleast a 60% in such a simpler (prelims) exam . so dont' get irritated in somebody getting his constitutional right ( reservation). but the case of wrong answers and negligence of psc in exam conduction and evaluation is to be seriously dealt with.

Court will handle the case carefully,because it contains the (sensitive) reservation of minorities and backwards.Be hopeful that a candidate who score above average or excellent he/she is qualified for the challenging top level executive post of a Deputy Collector.PSC is doing these kind of jobs tens of years and must be experienced and not experimented with candidates social status(community,wealth,color etc).It is difficult to find fallacy in psc.good luck for the candidates who score higher than...

  65. NO IDEA ABOUT RESULTS NOW . LAST DAY PSC CALL CENTRE ANSWERS VERY DIFFERENTLY " NO IDEA ABOUT EVEN THE START OF EVALUATION OF ANSWER SHEETS". WHAT IS HAPPENING???? EARLIER THE SAME CALL CENTRE SAID THAT THE RESULT IS GETTING READY. PSC DECLARED EARLIER THAT THE PLAN IS TO FINALISE THE RANK LIST ( AFTER INTERVIEW ) IN DEC 2012. SO THE SAME THING IS REPEATING WE HAVE TO WAIT ATLEAST 2013 TO GET THE RESULTS... NEED WE GET INTO ANOTHER STATE RUN MACHINERY ( RTEVENUE DEP...) AFTER SUCH A TEDIOUS HARDSHIP ..   71. i dont there is provision for putting reservation in prelimiunary itself. psc can have a bigger list for preliminary nearly about 2500 applicants which will surely include almost all reservation catogaries. if any catogory is absent that can be filled by nca selection process. psc has to consider this in serious i think. ohterwise it is pure partiality in selection procdure. iam not against reservation rules.

  74. court case was to include those who have filed the suit and psc has replied that for including the complainants the list has to be well expanded (at least to 25000 or more )and the very purpose of preliminary screening may be defeated . also explained that there is no such discrete 'cut off' and we should under stand that psc has the right to prepare the list with sufficient freedom of the statutary rights to prepare a list which includes all reservation categories and thus the case was verdicted in psc's favour (heard so).also the integrated list preparation is not a rare incident. in subinspector test it is again currently followed.. cancellation of all such exams is not practical.. even the bdo list has to be cancelled then

  90. I HAVE TRIED ALMOST 52/56 QNS IN FIRST PAPER . I MISSED 2 IN LAST SECTION( SCIENCE) GENETICALLY MODIFIED AND AGENCY.... IP AND 2 IN FIRST SECTION.. RAVIVARMA AND VAKKOM .. IN SECOND PAPER 1 EXPECT 30-35 MARKS LOST 8 MARKS IN STATISTICS AND TOTALLY I EXPECT 120-140 BAND POSITIVELY.

    at least, i think some genuine info has been posted. I don't understand why some cracks bent upon shooting from their hips all here-say with out any known contact with the sources. Frankly i have no contacts but i hope to join the list with 120 plus minus 10% marks with out attending any stat questions. I don't think not more than 10% could have attended those stat questions as those questions were not exactly from the syllabus mentioned. wish good luck for all hard workers and not for crooks.

  98. wat i feel is 90 in first paper and 30 in second paper ,whoever scored will fetch an interview call? even i'm a candidate from enggineering background,statistics was a bit tough as it was an unexpected pattern that too nearly 20 marks from that section...apart from that a normal guy who read newspaper and gone through the syllabus will definitely crack the exam....

  100. @30 in second paper is bit high. As a cut off, it could be lower. Reason is stats getting missed by many, 2-3 application reasoning question were also present. Average score could be below 50% for these questions.
    I expect 25 as cut off in 2nd paper.
    1st paper could be, a decent attempt for 130 marks, 70% scored on average. Gives, 90 +. Probable.

BUT MY SELF EVEN AN ENGINEERING POST GRADUATE AND HAVING MATHS BASE ( TAKING CLASSES FOR ENTRANCE) STRUGGLED TO GET THE EQUATIONS BACK TO MEMORY . BUT WAS ABLRE TO SCORE NEARLY 10/20 . YOU HAVE TO HAVE A GLANCE AT IT IN NEAR EXAM PERIODS . AND REGARDING VACANCIES MY COUSIN WORKS IN SAME DEPARTMENT AND LAST DEPUTY QUALIFIED. REGARDING NO: OF VACANCIES , now thereis acute shortage of officials in kerala cadre. many seniors are handling multiple profiles and it is time up for the last batch of deputy to get IAS conferred (not necessary that every one gets it in 7 years .. but we know how it happens). we have seen that during last few months govt. is trying hard to fill the civil servants' posts by considering clerical cadre (sectrte. assistants) for this stream on promotion. they need atleast 35 now and another 50 with in the lists' validity( believe it or not!!). interview qns will be from current administrative issues.., our work stream, educational back ground etc: ex: mullaperiyar connection with interstate river disputes and the authority ..several earlier cases .one veteran judicial official(from kerala) passed away recently who has a strong connection with interstate river dispute settlement authority formation?? latest fraud cases( psc recruitment can also come) anna hasare's different dimensions .. bureaucratic governance will substitute or compliment democratic self governance??. need analytical and debating answers .. last day i talked with last years' first rank holder also.. i have no hesitation in sharing any knowledge i have . one thing is sure some of us will become deputies and even secretaries of state or more. let us serve the country with this mind set, so that some one else is favored by us

  108. I have attempted the first part pretty decently and am expecting somewhere between 115 and 120 but for the second part (Stat.) I got only 3 small qns right. Now guys, please let me know if weightage would be given for this Stat. paper as seriously as it is for the first one. I am very much worried over this and I am indeed happy to be in the company of such a live company here who keep things updated. I called up PSC today and they were unsure and hesitant and I had to ask them if the results of the Mains would come out this year, to which they replied, "NO" (again hesitantly).

  113. the psc call centre is answered by not authoritative persons to answer any queries about any developments as we ask in the case of deputy.
    once i was able to call the section ds directly by geting the direct no( myself is working in tel. dep as an engineer)and he also was not able to give clear answers but said that the valuation is in progress. the 4712554000 is the tel. enqry section were there are given certain details of results which are finalised and nothing else( which are published in the site)

  114. interview marks are normally to the max 20% of main exam .s0 max40.
    regarding cut off: difficult as it is relative
    though 60% of max possible marks ie:60% of 165.
    (nearly 15 marks in the first paper some how not reachable to all sections and 20 stat)

  117. why these results are not published in time?i'm an enggr workin in a reputed mnc in hyderabad and i purposefully avoided 2 onsite oppurtunities come in my way,even my promotion was put on hold as i've taken 20 days leave prior to deputy collector Mains,lot of sufferings i'm goin through,why these PSC not understanding the value of time?Anyhow i've to crack the exam.Msy God bless everyone to cherish their dreams.

  128. normally in any organisation direct recruitment is 50%.it is the same with kerala service also. and also in the present scenario there is acute shortage and there is a plan for a new post 'revenue officer 'in the light of over burden for many senior officials ,so that they can monitor especially the internal affairs of various departments( latest recruitment fraud ...ex;). it is a primary concern.
    regarding reservation : see that it is not 50% direct but following a rotation chart so that o the 5th rank is not often shifted to 10th but 7th . see many of the rank lists , even last deputy list.
    in the last deputy main list also main list included all candidates and reservation only rearranged the list( got it?)
    ragrding vacancy : the last centre's order at this time is a great twist and it is to be noted that the list is coming for at least the next 3-5 years
    and from the last list ( called for only 1 vacancy) almost all from main list got placement( total 17)

  130. I had a chance to talk to one of the 'decision making officer' in PSC and he is not sure about the validity of the list if Court says against it.But he assured that results of the main exam will be published with that disclaimer.

  131. most probably court may not interfere so much into the exam formalities and no chance for cancelling the main exam.. the points raised by th bijoy team could n't stand the psc's reply, especially 40 years and including them in the list .
    but there is a feeble chance for separating the people eith marks below 62 and making them in the supplimantary list despite of there performance in main ( this also very less chance)

    integrated list is a very complex issue as psc has to cancel the si list , invalidate all appointed bdos extra. it is not easy .

    our poor psc is not in a position to redo the main ...

  132. By direct recruitment, the objective is to bring in well educated, sharp young blood to state service.
    Delaying the selection process like in last deputy collector exam, where in it took almost a decade for the whole process to compelete, is silly and beat the very purpose doing this selection exercise.
    The revenue department is not the ideal place for an young person to learn professionalism. When taken from the view point of serving the society, it is better to do our own ventures rather than being part of the inefficient, snale pace bureaucracy of the state.
    For professionals working outside the state, this post may open a good method to come back to home land. That is it.
    Young people like us need to really think whether selection as deputy collector will make our day. The chances of a frustating career along with outdated methods and lackadaisical colleagues, subordinates, superiors is what I think is waiting for us as Deputy collectors

    one thing is sure , the valuation has been progressing for the last few weeks but we cannot expect a linear continuous operation in any of the gov: departments.the valuation camp is in progress but there may not be a full attendance as it is holiday month ( dec).psc is trying to achieve the one year target ( result with in one year from notification) in any of the examinations possible. but here also it has failed. ( not: of deputy was on 31 dec 2010). even after valuation there is a lot of works ( cut off policy , vacancies, supl: list etc;)

    cancellation of main exam: frankly telling it is near to impossible.but those who failed to attend the main may expect it, natural.
    court may not disturb the integrated list(( bdo, si..is the reason)). just think if the court is cancelling the int: list will it be possible to cancel the already selected bdos, redo main of si , redo main of deputy and what about the rights of those who are selected. a total collapse may be the result which is not bearable for psc.
    the chairman and memebers are in a good!!! relation , that is also a problem( in relation with policy decision).
    about rumours: the technical wing( valuation team) has a clash with other staff. so news from the psc may not be reliable always , but general information is true( ie: valuation panel formed ,result with in some period etc: )
    altogether one thing is sure , this time result wont be like last deputy .. and the departments are awaiting for the list ( near to 10000 vacancies generating by mar 2012, most from higher posts)

  155. all the recently published preliminary results have the issue of the integrated list ( including BDO).
    pls understand that there is no such thing called ratio ( like 1: 1)as such but reservation percentage in giving appointments in kpsc .
    reservation is given by following a rotation chart and that too only in the final list. they have included the 2500 for getting sufficient people to get the rotation properly completed and this resulted in double reservation

    for instance: i can show you candidates with 35 marks included in the deputy prelim list .this may be to find sufficient people from a specified category and thus the rotation can be followed and the reservation filling can be given from this list itself( otherwise special recruitment may be needed) by listing the splmntry list.
    but here the real issue is that the candidate with 35 marks has the same right like a general candidate for writing the main and may get another benefit in the main list by including him in the sply list ( double). this wont be happening and a general candidate might not be affected too much ,if the prelim list is prepared with a common cut off ( say 50 ) but may result in not filling a specific category while obeying rotation rule and this seat will go to gnrl.
    . psc cannot be qstnd for including 2500 more .. remember the reply of psc " there is no cut off for the list and we have prepared the list as per notification and to include sufficient nos:( inclusive) in main exam" ie all dear frnds.

  157. as kollam bai said the crux of the issue is the integrated list with 2500 candidates in which only 1000 is from the general cut off of 62 .But still the remaining is included in the unified list without putting them as suppli list.then to other point raised above in another comment ,if at all psc feels that a section of the society is being not properly reperesented there are recruitment provisions for PSC to inlcude them in the Executiva cadre of the state Civil Service.this is the general way of recruitment employed by other State PSC.For UPSC Civils exams there maintains a balance at the Cutoff level not like the Kerala PSC which had put1000 from General Cut off and 2500 for reservation and then again putting both in unified list PSC has done gross mistake.

I got 61 and not included in the main list.I invested lot of time and wanted to get a job like dep collector.If PSC decided to take all candidates who scored above 62 (it may be 1000) or above 65 (may be 500) to shorten the examination procedure I would pacify myself as not talented as other frnds who got selected.But this is different.I can see a lot of candidates who have marks in the range of 30-40 (or even less) included in the main list.Remember this is for selecting candidates who will administer the progress of the state and its ppl.

    Would it be a violation of fundemental rights?
    Why PSC took 1000 who got above 62 and 2500 below 62 even if they have a mechanism to fill the vaccancy if they couldnt find the right candidate in reserved category.I am not at all against reservation.Better way was to decide a cut off and include more candidates which will definetely include a good chunk of candidates from reservation category.

Definitely the DC case is not the same as Uni asst case ..but the amount of injustic done in the name of social justice done is indeed violation of Article 16 and it violates the very important verdict in the case of Indra Shahani vs. Union of India the Supreme Court in which honurable supreme court declared 27% reservation legal for socially and economically backward classes .Having given a pathbraking ruling by Supreme court .,the (1000+2500 reservation) unified list put forward by Kerala PSC stands legally questionable at any stage of the exam or post exam

    PSC has a duty to ensure representation of reservation categories in the proper ratio. How can it be barred from follwing its discretion.
    If the final appointment doesn't follow merit, there could be contention. How can court intervene before final appointments are made? On what basis any one can successfully contest a constitutional bodies' decisions and procedures?

    A newspaper put that news with out any substantiation. Right?
    Does PSC in any place gave out any sort of numbers like this? I think "NO".
    These numbers of 2500 from reservation category is most possibly a guess work by newspapers with vested interests in relaying that image.
    The cut off may have been reduced by PSC and reservation logic might have been maintained, how can any one say for sure it is 2500?
    It could be 500,700, 200, or any figure. Otherwise those who raises this argument need to justify it with proper proof. Can it be done??

    If these parties has data to prove their allegation against PSC, let them bring it out in public domain.
    Otherwise there is no point or logic in their argument.

    read the sentence in all lists.. BDO , SI, DEPUTY ETC: so pls leave the issue of court case .the ' necessary ' is fixed by the so called authority of appointments in the state ..
    naturally court has to support the hard task of psc to cater to the needs of all sections of society..the court won't go with candidates' wishes especially when there is no grave injustice . and pls pls understand that the preliminary list is prepared for short listing certain no: of candidates for main exam.. it is not the final result... 62 is enough and enough .

    3) reducing the proportion (2:3, 1: 1, 1: 2)
    4) keeping same cut off for all ( 62)

    6) redoing all the procedures as unified list is unjust
    DEAR friends i think u expect any of the above as a verdict if IT is in favour of bijoy team.. and this will result in a total rewrite of the YEARS long procedures followed by PSC in forming various rank list ( prelim +main)

  182. Eventhough there are several judgement similar in line with DC exam preliminary Shortlist case are given by Honourable supreme court and High Courts(http://upsc.gov.in/misc/PSCs/karnataka%20high%20court%20judgements%20Vol-2/page%20571-600.pdf)
    which will support the claim of petitioners in the Kerala PSC DC Exam case even at the stage of post exam ranked list ,the verdict will depend only on the presenation of all these legal points before the Honourable Kerala high court.Unfortunately it doesnt sound here that any of the team members of Bijoy and Team here is part of this forum

    they( could ) claim only their inclusion and the psc was summoned for explanation and psc replied for including them in the list ithas to be expanded many fold...

    Date of short list----> 08/09/2010
    Date of Rank List-----> 18/04/2011

    That means, it took 7 months between the first shortlist and the final rank list.

    May be DC can also be considered in the similar lines.

    and now the psc is under high pressure for timely completion of all exams and for observing this a new committe is formed on last week
