BASED ON THE DOUBTS RAISED BY THE ENUMERATORS FROM FIELD THE FOLLOWING CLARIFACTIONS ARE MADE AVAILABLE.

CASE 1- In the AHL Booklet Head of family’s name is striked and another name is written. But when the SL NO of HHD is typed in the Tab PC the image displayed belongs to the old person and his family. How to Proceed?
Answer- All Enumerators should understand that the images is available to the families in Section 2 only and this is part of the house listing phase during which the NPR data got collected. Hence the corrections are made during the population enumeration phase conducted during 2011. So the images pertaining to the households will be for the persons whom were residing during the first phase of canvassing.
In such cases Enumerators may come out of the image pertaining to the old resident by clicking the escape key and then enumerate the present family as a new family as described below.
1 In the space provided to type the SL NO of house hold you need not enter any thing.
2. Fill in the other particulars like SSHID(Four digits) , Type of residence etc. and click proceed.
3. Now a display comes as No Image found. Click OK.
4. You can see an image and on the top two Tabs as “ HHD Found” and “HHD Not Found”
5. Click on HHD Not found. Now the display will come back to the previous screen. There in the position where we enter the SL NO of household can be seen with a new SL NO generated by the system which is the next number to the last SL NO in the AHL.( This SL NO is to be written in the 8th column of AHL booklet where we enters other particulars while adding new families( Below Section 3)
6. Now again select other particulars like Gramapanchayath Code an Name( Applicable only to the Rural areas) , SSHID(Four digits) , Type of residence etc. and click proceed.
7. In the next screen you can enter the Name of Head of family and his particulars. Then click add new member and so on………..

Case NO- 2
While entering the SL NO Of HHD it is found that the family pertaining to the image has moved out and a new family has occupied the residence (It can be on rental or owned). How to proceed?
In this case also you may come out of that image by clicking Escape button and enumerate the present family as a new family as described above.( In the AHL booklet you mar write exact reason for non enumeration as Family moved outside EB or so on,,, and below the last entry of section 3 enter the particulars of new family)
Finally when the enumeration process of that EB gets completed, there will be some house holds which we could not enumerate due to some reasons as mentioned above. Now select the “HHDs Not Covered” option available in the first display after the login and while clicking on this tab you can see the list of house holds which are not canvassed. Select each house hold and then click on the “Reason for non coverage” option. Now you can see Six reasons displayed in the drop down menu. Select the exact reason which you have already written in the AHL booklet and click “update.” After this exercise once again export the data and submit this for final uploading at the charge centre.
Charge centre staff will create the NIC dump and then prints the Enumerator Abstract and it has to be signed by the Enumerator and certified by the Supervisor and then by the Charge officer. Bottom portion of this Enumerator abstract is to be given to the enumerator as certification of completion and the remaining to be filed by the Charge level Officer.
Case No- 3
In certain families we are selecting some of its members as “Migrated inside EB.” These members will be residing in the same EB as a separate family. How to enumerate them?
Migrated inside EB is to be handled very carefully. When you select one or more persons in a family as Migrated inside EB You are just entering their Gender and year of Birth only. Remaining particulars are not asked to fill in. Finally at the time of saving the details of that particular house hold you can see that for every individual two TIN numbers in each record.
TIN and AHL TIN . Last Six digits(Right most) of TIN and AHL TIN are the House hold SL no and Member SL NO. Suppose the SL NO of house hold is 10 and in this family the third and fourth members are marked as Migrated inside EB. Then the last Six Digits of TIN as well as AHL TIN of the head of family will be “010001” and for the second member this will be “010002” and so on. For the person who has been selected as Migrated inside EB this six Digits of TIN and AHL TIN will be different. In the above example the TIN of third and fourth members will be “010003 “and “010004”. But AHL TIN will be different. Suppose in this EB the last SL NO is 126. Then system will automatically reserve one SL NO for this third and fourth persons treating them as a new family here it will be 127. Hence the last Six digits of AHL TIN of this third and fourth member will be “127001” and “127002”.
When you reaches the residence where this separated family resides you have to enter the SL NO of their parent family in which we have marked them as MI.
In the above example we will be entering the SL NO of household as “010” again. Now a display will come as “ An entry already exists. View Enumerator Remarks?” Now click cancel and you can see that the old image of parent family appears again. In this image Select option will not be available for those who have already enumerated. But against the names of people marked earlier as Migrated inside EB, now the select option will be available. Make the available as per the respondents answers and proceed further like any other house. Finally while saving the data note the Last SIX DIGITS of the AHL TIN and find out the SL NO of house hold write this number in the eighth column of AHL booklet and fill in the other particulars in all the columns where we enter the details of newly added families.

SPECIAL NOTE:
While at the beginning of enumeration, first thing to do at the first house is setting the SSLID Gramsansad Code and Name. It is nothing but the New ward number and its name. Govt has instructed all the local body authorities to put this new ward and House number at each residence. So find the ward number and click on the “SSLID configuration” Tab appears in the screen appears immediately after the user login and enter the ward code against SSLID Gramsansad Code. It should have three digits. If the ward number is “1 “ then put “001”. Enter the name of the ward if known and if not known put “0” there. Then click on create file and press escape button. Now click on Data Entry option. Now you can see that the ward number set as Gramsansad Code appears on the screen in which we enter the SL NO of household. At every house assure that the ward number written at residence and Gramsansad code in Tablet PC are same. When the number gets changed go back to the previous screen and re configure the SSLID to incorporate the changed number.
Gramapanchayath code and Gramsansad code are different.
