7th CPC Questionnaire to Seek Views from all Stakeholders

The Seventh Central Pay Commission has been constituted by the Government on 28 February 2014 to examine various issues relating to emoluments’ structure, retirement benefits and other service conditions of Central Government employees and to make recommendations on the changes required.
For facilitating the above task as mandated by the Commission’s terms of reference a questionnaire has been designed to seek the considered views of all stakeholders. The questionnaire seeks responses on 42 queries grouped under 15 topics. The replies may please be framed in a concise manner, and for each query the length may be limited to the ceiling indicated against the query.
Members of the general public are invited to send their replies online. Organizations/individuals may indicate their names, mailing address, telephone and email as required in the next page, following which they would be directed to the questionnaire.

Submission of PRAN applications procedure revised

The DDO shall  upload the signature and photo of the employee in the prescribed
size and format. As and when the Officer/employee approaches the District
Treasury officer, the District Treasury officer shall generate the prescribed
text file and take print out of the application form (S 1 form) from the SPARK
application. The text file and the scanned copy of application shall be
uploaded to the NSDL site directly, after certification with Digital signature.
The hard copy of the application form shall be forwarded to CRA-FC for
storage purpose. Oniine facility shall be followed for submission of PRAN
applications in respect of employees who would join the service from
01.06.2014..

Co ordination committee meeting held yesterday cannot take any decision over the PAU units in GPs.
Reports says that CRD submitted  a  report about PAUs.

Kerala Government employees DA increased to 73%

THIRUVANANTHAPURAM: The government on Wednesday raised the dearness allowance of staff and pensioners by 10 per cent. Finance Minister K M Mani has issued an order in this regard. With the hike, the DA of employees will increase to 73 per cent of their basic salary. The hike will have retrospective from January this year.
The increased DA will be given to the employees with the salary of June while the pensioners will get it along with the pension of July. The arrears from January will be merged with the Employees Provident Fund. The arrears of the pensioners will be given with the pension of August.

NPS all DDOs submitt declaration with salary bills

Finance dept issued a circular that all the employees who joined on or after 2013 April  1st must take/apply PRAN account number in connection with national pension system. As per the circular all DDOs must submitt a declaration along with the salary bill of June.

PAUs in gramapanchayath - assistant secretary will be the head

Reports says that Assistant secretary will be the head of PAUS in gramapanchayath. MGNREGS  and Kudumbashree are included in the system .As is now a DDO that is why the charge of the PAU goes to AS.
VEOs may become the field level enquiry staff of PAUs.

THIRUVANANTHAPURAM: The government has decided to reduce the interest rate of loans taken from State/District cooperative banks and Primary Service Cooperative groups from 16% to 15%. Those who apply for the loan will get it within 15 days. All these decisions were taken by high level committee held under the chairmanship of Chief Minister Oommen Chandy.  

Rs 5000 and below will be made available on the very next day of applying and that too without any security. The amount above Rs 5000 and below Rs 10000 will be granted on a person’s guarantee within the next two days of applying.

Pay Commission seeks extension of term

Thiruvananthapuram: The pay commission has demanded the state government to extend its of its term for one more year. When appointed, the government had fixed a 6-month term for the panel. But the commission is yet to get an office and required staff.
The 10th pay commission for making recommendations regarding the pay revision of state government employees was appointed on November 30, 2013. 
Notifying the terms of reference for the panel, the government had appointed its chairman on December 10 and the term of the panel was fixed for six months. Accordingly, its term will be over by the month of June
But now the commission has sought extension for one more year. If extended, the panel report would be submitted by June, 2015.

36 Village Extension Officers were promoted to Grade I

The Village Extension Ollicer Gr.lI included in the integrated Seniority List
published as per Order are promoted as Viltage Extension Officer
Gr.I in the scale of pay of Rs. 73210-22360 with effect from the dates noted against
their names. The Officers who lcft the Department /on LWA/under suspension etc
are not considered for the prornotion. The officers, whose probation in the entry
cadre has not been declarcti so far, are also excluded from promotion. The
individuals promoted are eligible to get the fixation of pay under Rule 28A of part
I KSRs and are instructed to f ile their option within one month of the date of this
Order of promotion in terms c,f Government Order read as 3'd paper above.
The monitory benefits icsultant to the above promotion will be admissible
only for a maximum period one year prior to the date of order of promotion, as
stipulated in the Government Order
