IWMP all burden over VEOs -agitation starts
The newly implemented scheme IWMP will be big burden over village
extension officers they are the panchayath level implementing
officers. But all the benefit will go for a minimum higher officials
only. Mean while they have created many higher posts for monitoring
the scheme. All these posts are created by promotion or deputation
basis . Some posts are created such a way that the retired higher
officials in the RD will get the benefit.
Another deceiving fact is that central govt norms says about an
honourarium for the panchayath level implementing officers but that
option is avoided in the state level guidelies. Another burden for
VEOs is that the VEOs are the only one person responsible for the
creation of new SHGs. VEOs who are the charge officers of Kudumbashree
can easily address the problem. But the others will be tortured. As
per guidelines on post creation in low level . Data entry operators
appointed from block level only. The implementation of this scheme is
by part by part ie all VEOs will not need to implement the scheme at
first. That way the agitation will easily addressed by the
authorities. Another cruel fact is that all guidelines, orders and
minits of all meeting have not published through official website.
The authorities hide that details by posting all details in a blog ie
watershedkerala.blogspot.com. VEOs got some training only. Reports
says that employees organisations are going to start agitation against
the authorities cruelties.
IWMP EOWW monitor the block level implementation order issued
Govt have issued order specify the resposibilities of EOww in connection with the implementation of IWMP.As per the order VEOs are the charge officers in panchayath level IWMP implementation process.

Thiruvananthapuram.The State Disaster Management Authority on Wednesday
declared Kerala as a drought-affected State following a review of the
rainfall received during the two monsoon seasons this year and also
field-level reports, which spoke of the impending crop loss and drinking
water scarcity.
