Driving training do not implement without job assurance

As per the order GO (MS)No.183/2007/LSGD dated 24.07.2007 para 6.11 KILA gives a clarification that driving training do not implement without job assurance. Ie the panchayath must prepare additional project to buy vehicle.
But most of the panchayaths implement this project without concider the order. Many VEOs implement training project like driving heavy, three wheeler ,Car driving ,JCB .KILA clears that VEOs never do this. Many VEOs implemented this project and pointed out that there was on audit objection when they implement this project.
