The sixth report of the second Administrative Reforms Commission headed by Veerappa Moily had pointed out that “considering the rapid urbanisation and the increasing need for peri-urban areas to be taken into account in city planning and development, there must be greater convergence between rural and urban governments”.

Controversy over the LSGD division is baseless: RD minister K.C.Joseph

Minister-K C-Joseph-Ministry-of-Rural-Development-and-Registration
Sri.K.C.Joseph,RD minister
Kottayam: Rural Development Minister K.C. Joseph has said that the controversy over  the division of the portfolio of lsgd and rural development was baseless and has been triggered with malicious intent. At a meet in Kottayam last Thursday, Mr. Joseph said Rural Development and Local Self-Government had been under different Ministers in previous UDF government. At the Centre, separate ministries administered the three departments. As such, there was no reason for a rethink.
He said the three departments came under a Principal Secretary at the administrative level and had separate directors. Though the works could coordinated without confusion, the government had decided to form a coordination committee chaired by the Chief Minister , three Ministers and the Principal Secretary would be its members. He said the RD Department would focus on the working of the development blocks, which would coordinate the various schemes .He added that this  do not affect decentralisation.
