The Government has decided to formulate the Kerala Public Procurement Bill 2014, to regulate public procurement system.The main objective is for ensuring transparency, fair and equitable treatment of bidders, promoting competition, enhancing efficiency and economy, maintaining integrity and public confidence in the public procurement process. The category of procurement includes the goods, works and services. The proposed bill will form the basis for the procurement system of Government departments, Public Sector Undertakings, Local Self Government Institutions, Universities and Autonomous bodies etc. It has become necessary to frame the bill incorporating all amendments and orders issued so far to take care of the latest technological and procedural advancements in making purchase decisions.
